February 19, 2002

Supervisor Mann called the meeting to order at 4:33 p.m.

ELECTION OF OFFICERS

Mr. Cook moved to nominate Steve Mann as Chairman, seconded by Mr. Bohlander. Mr. Bohlander moved that the nominations be closed, seconded by Mr. Kolb. Motion to elect Mr. Mann carried unanimously.

Mr. Bohlander moved to nominate Mike Kolb as Vice-chairman, seconded by Mr. Cook. Mr. Bohlander moved that the nominations be closed, seconded by Mr. Cook. Motion to elect Mr. Kolb as Vice-chairman carried unanimously.

Moved by Ms. Spencer, seconded by Mr. Bohlander to nominate Arlene Karell as Secretary. Mr. Bohlander moved that the nominations be closed, seconded by Mr. Cook. Motion to elect Mrs. Karell carried unanimously.

OATH OF OFFICE

Supervisor Mann administered the oath of office to the members present.

TAKING OF CHAIR BY NEW CHAIRMAN

ESTABLISHING OF REGULAR MEETING DATE, TIME AND LOCATION

The meeting dates were established as follows, meetings to be held in the Supervisor’s Conference Room:

February 25 5 p.m.

March 4 4 p.m.

March 11 4 p.m.

Thereafter, regular monthly meetings will be held on the second Monday of each month at 4 p.m.

  • Discussion/Adoption of Bylaws
  • Proposed Schedule
  • Sally Hodges and Al McFadyen of McKenna Associates presented, discussed, and answered questions regarding the DDA boundaries, the powers of a Downtown Development Authority, DDA financing, Tax Increment Financing Plan and the necessity for timely action to capture the assessment base year, the Preliminary Proposed Ann Arbor Road Implementation Strategy and the draft of the Bylaws and Rules of Procedure. Also discussed were possible methods of financing maintenance of the facilities after improvement in answer to questions from DDA members. They also presented drawings showing possible proposed improvements to various areas within the boundaries.

    There being no public comment, Mr. Bohlander moved to adjourn the meeting at 6:12 p.m. Seconded by Mrs. Karell.
