September 13, 2004
Chairman Mann called the meeting to order at 4:00 p.m.

IV. Approval of Minutes – July 13, 2004 (no meeting in August)
Moved by Mr. Cook, supported by Mr. Grutza, to accept the minutes of the
meeting of July 13, 2004, as presented.

A. Update on Status of Ann Arbor Road Streetscape Project –

Terry Croad of McKenna Associates updated members on the Ann Arbor Road
Streetscape Project and presented the resolution authorizing the reimbursement
agreement with the Township.
Moved by Mr. Cook, supported by Mr. Kolb, to approve the following resolution
authorizing the reimbursement agreement with the Township.

The Resolution reads as follows:
WHEREAS, pursuant to Act 197, Public Acts of Michigan, 1975, as amended (“Act
197”), and the provisions of the Downtown Development Plan (the “Plan”) of the
Plymouth Township Downtown Development Authority (the “Authority”), it is
necessary and expedient to acquire and construct certain improvements as defined
in the contract by and between the Charter Township of Plymouth (the “Township”)
and the Michigan Department of Transportation (the “Contract”) attached to the
Reimbursement Agreement (as hereinafter defined ) as Exhibit I (the “Project”);
and
WHEREAS, the cost of the Project is estimated to be not less than $1,311,700;
and
WHREAS, to finance the cost of the Project, the Township intends to advance
moneys for and on behalf of and for the benefit of the Authority to pay for the
cost of the Project not financed with federal grant proceeds pursuant to the
Contract; and
WHEREAS, the Township will advance moneys for the Project in reliance upon the
obligation of the Authority to reimburse the Township from tax increment
revenues as defined in Act 197.
NOW, THEREFORE, BE IT RESOLVED THAT:
1) The Reimbursement Agreement attached to this Resolution as Exhibit A (the
“Reimbursement Agreement”) is hereby approved. The Vice Chairperson and the
Secretary are hereby authorized and directed to execute the Reimbursement
Agreement and deliver it to the Authority, substantially in the form attached
hereto.
2) All resolutions and parts of resolutions insofar as they conflict with the
provisions of this Resolution be and the same hereby are rescinded.
Members agreed to look at possibilities for fencing in the corridor when
residential properties abut.
B. Approval of the DDA Board Meetings for 2005
Moved by Mrs. Ludtke, supported by Mr. Grutza, to approve the following meeting
dates for the DDA for 2005:
Mondays at 4 p.m.
January 10, February 14, March 14, April 11,
May 9, June 13, July 11, August 8,
September 12, October 10, November 14, December 12
Ayes all.
C. Election of Secretary
Moved by Mr. Cook, supported by Mr. Grutza, to elect Michelle Ludtke as
Secretary of the DDA.
Ayes all.

Moved by Mr. Bohlander, supported by Mr. Grutza, to adjourn the meeting. Ayes
all.
