Meeting called to order at 7:05 p.m.

ITEM NO. 1 – APPROVAL OF AGENDA

1. Special Meeting – October 1, 2003

Moved by Commissioner Davis, supported by Commissioner Pratt, to approve the agenda for the Special Meeting of October 1, 2003, as presented. Motion carried unanimously.

Amy Neary of McKenna Associates reviewed their memo of September 3, 2003. She also reviewed possible rewording of item b(3) to address comments from residents that were concerned with the proposed length of time and frequency that the recreational vehicles could be parked. The rewording would permit residents to park their vehicle no more than 48 consecutive hours and a minimum of 7 days elapse between each parking event.

The Commission indicated that they preferred the text as it was originally proposed.

Secretary Barberena noted that correspondence had been received from Cynthia Patrick, Michael Patrick, and David Nick.

Chairman Cebulski opened the Public Hearing at 7:13 p.m.

Cynthia Patrick, Michael Patrick, George Rowe, and Sue Hotz addressed the Commission indicating that the 48-hour period as proposed was excessive, that the Ordinance did not require changing since vehicles could be parked in the rear, safety concerns if the vehicles were not contained completely within the driveway and blocked the sidewalk and the need for time to dry out a wet popup camper.

Chairman Cebulski closed the Public Hearing at 7:20 p.m.

Mr. Anulewicz, Director of Public Services, noted that the amendment would enable enforcement by the ordinance officer. He also observed that the Planning Commission could revisit the parameters as part of the process of updating the entire Zoning Ordinance.

Moved by Commissioner Pratt, supported by Commissioner Davis, to recommend to the Board of Trustees approval of Text Amendment 102 of Plymouth Charter Township Ordinance No. 83 to amend Article XXIII, Special Provisions, Section 23.35, Recreation Vehicles or Camper Parking to add a new item “b” to read as follows:

(b) Notwithstanding the requirements above, temporary parking of recreational vehicles, campers, motor homes or other recreation apparatus, such as snowmobiles, boats and trailers, is permitted in the driveway of a single-family residence prior to or after a trip for the purposes of loading or unloading, or cleaning, provided the following conditions are met:

(1) The item(s) must be parked wholly within the driveway of the single-family residence of the person owning or leasing the parked item(s).
(2) Parking of the vehicle or other recreational equipment shall not block any sidewalk or other vehicular or pedestrian way.
(3) Parking of the vehicle or other recreational equipment shall not exceed forty-eight (48) hours within a seven (7) day period.

Motion carried unanimously.

MOTION TO ADJOURN

Moved by Commissioner Pratt, supported by Commissioner Davis, to adjourn the meeting. Motion carried unanimously.

Chairman Cebulski adjourned the meeting at 7:50 p.m.
