ITEM NO. 1 -- APPROVAL OF AGENDA

Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the agenda for the Special Meeting of May 3, 2006, as presented.

ITEM NO. 2 – PUBLIC HEARING

  Project Name: ARC Commercial Development
  Location: North side of Ann Arbor Road, east side of Lilley Road
  Zoning: ARC, Ann Arbor Road Corridor District
  Action Requested: Applicant is requesting approval of Special Use for a Drive-through Facilities for a Bank and a Restaurant.

Sally Hodges reviewed the recommendations in the report of McKenna Associates, and the Fire Department report was received.

Mark Drane of Rogvoy Architects addressed the Commission, presented plans and materials, and answered questions.

Chairman Cebulski opened the public hearing at 7:48 p.m. There being no public comment, the hearing was closed at 7:49 p.m.

Moved by Commissioner Davis, supported by Commissioner Sturdy, to grant approval of special use requested in Application 1924/0306, Rogvoy Architects for the north side of Ann Arbor Road, east side of Lilley Road, for drive-through facilities for a bank and a restaurant, subject to the four conditions listed in the McKenna report.

Ayes all.

ITEM NO. 3 -- OLD BUSINESS

Mrs. Hodges reviewed the recommendations of the McKenna report and Michael Lamping reviewed the report from Dietrich Bailey Associates. The Fire Department report was received.

Mr. Drane received suggestions from the Commission regarding ways to alter the bank facade to better tie in with the commercial area.

Commissioner Arnold left the meeting at 8:04 p.m. with Tom Kato, developer, to confer with Supervisor Reaume regarding the closing date for the property.

Moved by Commissioner Davis, supported by Commissioner Barberena, to grant tentative site plan approval for Application 1924/0306, Rogvoy Architects for the north side of Ann Arbor Road, east side of Lilley Road.

Ayes all, except for Commissioner Arnold who was absent from the table.

Commissioner Arnold returned to the meeting at 8:07 p.m.

ITEM NO. 4 -- ANN ARBOR ROAD SIGN REQUEST

  Action Requested: Applicant is requesting approval of Sign.

Sally Hodges reviewed the report of McKenna Associates regarding the revised proposal for the sign.

Erin Pushman of Health Essentials presented a new drawing for the sign layout.

Moved by Commissioner Davis, supported by Commissioner Arnold, to approve the sign requested in Application 1870/0205, Health Essentials, as appears on the modified drawing presented at tonight’s meeting, subject to Items 5 and 6 on the McKenna report and Building Department approval.
