Sally Hodges reviewed the report of McKenna Associates and the Fire Department
report was received, Stephanie Harbour reviewed the report of Dietrich Bailey
Associates, and Seth Shpargel read the letter received from James F. Visger,
P.E., Asst. Div. Planning Engineer of the Wayne County Dept. of Public Services.
Attorney Parvina Ghandcin addressed the Commission on behalf of the applicant.
Chairman Cebulski opened the public hearing at 7:14 p.m.
John Thompson, John Hand, Jeff Montgomery, John Wild, and Beverly Stanton, all
residents of the area, registered their concerns and objections to the rezoning
which would allow a greater density of homes. Their concerns centered on storm
water management and how that might affect their homes and property values if
not handled properly. Ms. Harbour of Dietrich Bailey Associates assured
residents that storm water management would have to be addressed during the
engineering phase of the building permit process and would have to comply with
all county and local requirements.
The public hearing was closed a 7:22 p.m.
The applicant indicated his willingness to dedicate property for Powell Road
right-of-way purposes, as requested in the letter from Wayne County.
Moved by Commissioner Davis, supported by Commissioner Pratt, to recommend to
the Board of Trustees the rezoning from R-1-E, Single Family Residential, to
R-1-H, Single Family Residential, requested in Application 1928/0506, Anica and
Cane Klokanovski, for the following reasons:
1. The requested rezoning is generally consistent with goals and policies of the
Township Master Plan that calls for single-family residential development.
2. The proposed R-1-H zoning is appropriate for the site and consistent with the
Township’s Future Land Use plan due to the specific site conditions noted above.
3. The site conditions have changed somewhat due to the surrounding development
since the Master Plan was adopted, which may impact the value of the site for
development of homes on larger lots (1 acre or greater).

issues to be resolved.
Mr. Sturdy recommended checking into the proximity of the neighboring proposed
ice cream store with the car wash stacking area.

was received.
James Capo of DeMattia Group addressed the Commission, answered questions and
presented plans and materials. He addressed the engineering and water retention
issues.
Moved by Commissioner Pratt, supported by Commissioner Davis to grant final site
plan approval for Application 1931/0606, James Capo for Metro West Executive
Auto Wash, subject to the following:
1. All issues being satisfied in the McKenna report as amended this
evening with the off- premises sign being moved north of the
driveway.
2. All concerns of the Fire Department report being met.
3. The concerns in the report of Dietrich Bailey Associates to be done
administratively within two weeks or the matter shall return
to the
Commission.

Mrs. Hodges suggested discussing the amendments at a work session, then getting
ready for a public hearing.

file the proposed text amendments to the Zoning Ordinance for conformance to
Public Act 110 of 2006.
