June 10, 2002


Chairman Mann called the meeting to order at 4:00 p.m.

IV.    Minutes of May 13, 2002 meeting.

Moved by Mrs. Karell, seconded by Mr. Bohlander, to approve the minutes of the meeting of May 13, 2002, as submitted. Ayes all.

V.    Old Business

        -  Update on TEA-21 Program

Terry Croad of McKenna Associates updated the members on the TEA-21 Program. Money will be available after October 1 for design and development and construction. McKenna will represent the Township's interests, working with the consultant from MDOT. The Authority will be given an opportunity for input on design, but once the project is let out for bid there is not much flexibility in making changes. There will be a letter of agreement that the Township signs that will spell out the details.

        -  Alternate Designs for Traffic Signal Arms

Mr. Croad reported there is a moratorium on traffic signal arms because of potential structural failure such as wind shear. The arms will probably look the same, but the price will increase because the foundation and interior will be made stronger. McKenna Associates will also look at alternatives in the interim.

VI.    New Business

      - Liberty Bank Site Plan: Discussion of Screening Wall and Other
        Design Elements

Mr. Croad presented drawings of current unattractive rear screening walls from various areas, and possible attractive alternatives for the Ann Arbor Road corridor. Mr. Anulewicz suggested a "homework" project for the members, the results to be presented at the next meeting--to carry a camera in their cars to photograph any possible examples of attractive walls they may encounter. 

      -  Discussion of Street Closure Project

Mr. Anulewicz and Mr. Bohlander have a meeting Wednesday with Wayne County to discuss procedures necessary for the street closings. One half of each of the closed streets will be deeded to the abutting property owner. Mr. McFadyen noted discussions should be held on the costs of installing materials at the end of the closed streets. The members expressed their support in getting the streets closed.

      -  DDA Consultant Fees

The report was presented to Authority members in their packets. Mrs. Karell requested that the bills be submitted monthly to the members as part of their packets.

VII.    Public Comment

Jim Karell commented on the responsibilities and costs incurred by different people.

VIII.    Adjournment

Moved by Mr. Bohlander, seconded by Ms. Spencer, to adjourn the meeting.

Mr. Mann adjourned the meeting at 5:22 p.m.
